feat: Add quality-of-life tooling

Add optional tools that are more efficient at dependency resolution and management of virtual environments. Avoids dependency hell and works on my machine being uttered by more experienced python devs.

• poetry: single pyproject.toml at top-level directory for all learning modules
• uv: alternative to poetry written in rust (also comes with embedded linter/formatter ruff)
• asdf: optional runtime manager (python versions)
