Support persistent plugin config/data

In #55 we added support for adding plugin-specific configuration into the cofidectl config file. This is useful for anything specific to the local machine, or necessary to bootstrap a remote data source, but sometimes we may need to store plugin-specific config in the data source for persistence & portability.

This would require new DataSource methods.
