How to form a single JS file with built-in tools.

Hi! Unfortunately, the WEB is not my skill. But to solve the task assigned to me, I need to assemble a single editor js file.js with built-in plugins. At first I couldn't even assemble a single file through WebPack, but then I realized that the Vite library was being used, it turned out to assemble the file through it, but how to assemble it so that one file with other tools were included in it... If possible, please tell me step by step what I need to do, I have already spent 4 days, nothing works.
