add "Move to Middle" priority option in the Issue screen

Background

There are times when high priority work gets identified but does not require immediate action (e.g., not top of the queue). rather than bury it at the bottom of the queue, moving it towards the middle is useful

Solution

implement a "Move to the middle" priority option in the Issue screen
