resources: increase the PVC claim limit to 30

During efforts to onboard product components to RHTAP, the PVC resource utilization limit has resulted in regular PipelineRun failures.

I'm waiting for a codeready-toolchain member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
