Add notification to Residential-Electrical-Final -> PV

Residential customers installing solar panels sometimes incorrectly use the "Electrical - Final" inspection type, when they should use the "Photovoltaic" type.

If the user selects "Electrical - Final," they should see a message indicating to use the PV inspection type if this is a PV inspection.

This can be done by modifying the DB record for "Electrical - Final" to include something in the note column, as with the "Other" records.
