Description

If accessing the URL /org/{org_name}/cases/{case_id}/createCloseFile, the user is able to open and submit the "Completeaza fisa inchidere" form, regardless of the case status (open, in monitoring, or archived).

This allows the form to be completed even for cases that should not permit it.
