Create a tag manager

Each resource should have a list of tags ( this can also be treated as s property if easier)
The admin needs to identify resources based on their destination: for prevention, for exercise, for intervention, for reconstruction.
The tags should be managed (added, created, edited) by the admin similar to Categories and Subcategories

A resource can have multiple tags.
