Actual behavior

Current Docker version for kaniko is 1.8.1
See https://github.com/cloud-army/kaniko-action/blob/main/Dockerfile#L1

We should upgrade to a latest version and confirm that everything is working as expected.

Expected behavior

Upgrade docker image to a latest version.

Current version is gcr.io/kaniko-project/executor:v1.9.2-debug

Any additional Refs.: Images, links, etc.
