Added v1 operator http protocols.
Implemented v1 operator calls common to agents/masters. Scaffolding impl files added for agent and master.

Added v1 operator http api support:
Will integrate into agent/master clients and remove un-versioned API protocols/implementation in separate issues/pull requests.
