This sounds a lot like a cyclic task.

Go over centre info before release 1.1. If needed, create templates for centres that haven't been recorded yet, if any.

Done, closing. Turning this into a cyclic issue would only increase the clutter, and I think that this kind of check against the CLARIN db is a fairly natural step in view of #14 (so still for a while to come).
