Since the new_cxx_project issue templates were copied out of the template issue templates, it means that they needed updating too.

The new_cxx_project issue templates are copies of the issue templates in
/templates/.github/ISSUE_TEMPLATE. Those templates needed a few corrections for GitHub to accept them; this means we also need to fix the template issue templates.Fixes #3
