Decide how to gate data submission

Currently, anyone who signs up for the site gains the right to push datasets. This is great, but leaves room for abuse and muddying the waters for datasets that have been cleaned and vetted.

Potential Solutions:

• Use tags to mark sets as clean
• Use a default organization
• ???
