There can be occasions where some content needs to look like a link, but doesn't actually link off anywhere. The example recently was around testing to see if people were clicking the links, but there was no real content to go to, it was to gauge interest. This can also be the case in a multi-step tool in React or some other JS implementation. For these instances, it would be useful to have something that looks like an anchor, but isn't one semantically.
