In reference to the bold portion of the below paragraph:

Multiplicities shall be chosen to specify what can be expected in the domain. Multiplicity minimum does not mean all profiles must include the association, but if a profile does include the association it should respect the minimum. Note that minimum multiplicities are normally not enforced by implementations at all times. For example in the middle of a transaction one may require violation of minimum multiplicities.

This is bending UML and what we express with it.
See the CIM forum on the SharePoint; people expect if they see something [1..1] in CIM to ALWAYS have it, in any imaginable context. We cannot introduce "our own" interpretation of UML for this. Otherwise, let's not use UML.
