In VSTS.WinServices/WinServices/CreateWindowsService/createservice.ps1 make the Start-Sleep use a variable instead of hard coding this to 5 seconds.

if ($existingService)
{
$existingService.Delete()
Write-Host "Waiting 5 seconds to allow service to be uninstalled."
Start-Sleep -s 5
}
