Design and implement ability for users to cheer each other.

Additional Considerations
Features to consider:

Showing cheers in a user's profile
Associating cheers with a project (?) and showing it in ProjectEvents
Adding visual effects or metadata about animations that allow a user to "open" the cheer and view an animation and replay it?
Allowing a user to specify an emoji to send with the cheer? (🎉 or 🚀)
