Are ScrollControls necessary for menus and popups?

The changes made in 86fb3c3 were to resolve potential scrolling issues when using trackpads. Whilst this makes sense for the ScrollSnapNavigation buttons, where scrollbars are hidden on page content, both the menu and notify popups use scrollbars, so a user could still scroll natively without the ScrollControls buttons, resulting in a cleaner UI.

If the buttons are needed for all scrolling elements for consistency purposes, the plugin needs changing so these buttons are also present on the menu and notify popups for touch devices, where they are currently excluded.
