External disk should be scrubbed once for a month, after transfer

Current behavior: External disk is unmounted as soon as transfers are completed.

Improved behavior: If last scrub time is older than a month (or previous scrub is interrupted), instead of unmounting, a popup should ask if the user wants to unmount the disk. A scrub operation will be run while disk stays physically attached.
