RBD provides the last_updated time in the rbd mirroring image status API calls. we need to pass the same to the ResyncVolumesResponse also. This issue is to track the changes required in cephcsi

dependent issues:-

csi-addons/spec#24
csi-addons/volume-replication-operator#121
