RFC - Deprecation of @celo/transaction-uri

As the clabs @celo-org/devtooling team looks forward we would like to provide better support for the tools we develop. This requires narrowing the scope of what we cover. Therefore we are looking at each package to see what value having it actually brings.

@celo/transactions-uri receives about 12 downloads from npm a week meaning its use is very small.

From what we have figured out originally this package was intended to make a unified way to make qr codes and URIs that could be read by wallets for the data needed to encode to transaction. from address, amount, currency, etc. because this was not formalized anywhere its non standard usage means only celo wallets would know how to use the URIs.

So we would like to deprecate and remove this package.
