JASMIN will soon be running two OpenStack clouds. We need to consider how to support this through the cloud portal.

Potential options, each with pros and cons:

Run two instances of the portal
Write a multi-cloud provider that makes the two clouds appear as one
Support multiple providers in the API and UI
