Migration to AWS from Heroku

Description

This app is currently hosted on Heroku. We'd like to run it in AWS as a Lambda function if possible.

A good order to tackle the current tasks would be:

• Lambda: create a Dockerfile that can run as a Lambda function #215: we've currently only done this for Python projects. It should work for Node.js as well, but until we get it going, the rest of the work is moot.
• Remove unnecessary infra and infra dependencies #212
• Setup Terraform project structure in repo #211
• Create AWS Account #208
• Setup Terraform plan/apply workflow #209
• Terraform: create ecr module #214
• Terraform: create app module #213
• Terraform: create cloudfront module #216
• Shift over to alpha AWS account #262
• Final list of bugs to squash #263
• Remove project from Heroku and shut down account (Or just remove if others are using it) #264

Ran into some bugs while trying to get the Lambda function to work, managed to get it fixed on Mar 28th. Moving on to the cloudfront module now.
