Description

Currently the feature has to be validated twice based on the headers:

Feature assignment & validation
Feature validation and approval

Feature assignment & validation

How does the assignment of features to committe work? Are features pushed by a central authority? Are features pulled by committees (self-assignment)?
How is the distinction made between unvalidated and validated features? Currently they both have the same status?

Feature validation and approval

The feature author as responsible for this process does not seem to be right. The author hands in the feature, but is not responsible for the process.
Status of the feature: The committer should set the status in alignment with the com., eg and author. What if they cant align on a decision?
