Moving onto deployed stepladders teleports you down and through the floor

Describe the bug

If you go up a ladder, then get off and go onto a tile that has a stepladder below it, you just got teleported down a Z level through the floor and onto the stepladder.

Steps To Reproduce

1. Go up ladder.
2. Go into a floor tile that has a stepladder below it.

I can't use the stepladder to go up but the stepladder teleports me down through the floor though.

i think it's caused by me movement code not checking for floors on auto-ladder
