Build Network Fee Toggle

Credits, STRK, ETH there are quite a few ways people can pay for network activity now. For manual transactions where we expose the fee lets show people what token is being spent to cover gas.

Note: I added a simple dropdown but am open to different approaches to this selector.
Note: Controller should be smart, and not try to pay for a transaction with tokens that do not exist. i.e. if they have CREDITS but don't have ETH it should default to spending credits
