In addition to what's mentioned above, there is the consideration for the naming of the right panel. Since it takes a nav section, and there are other navigation roles on the Carbon page, it needs to have a name. I suggest "site" as the default. |

This is a continuation of some of the issues and considerations found in UI Shell header and UI shell left panel, but IMO they are more pronounced and in need of a thorough design rethink for the right panel.
Here are the key points of discussion:
I advocate that the following should be the behaviour of the Switcher:
Some of its current behaviour matches that of a disclosure pattern:
Enter
andSpace
, not byDown arrow
Some of its behaviour matches that of a menu:
While I would personally prefer all vertical reveals to operate like menus (use arrow keys, put the first item in focus on expand) I am aware that this space is in transition, and I think that this hybrid behaviour is 'okay' as long as it is documented and implemented consistently
