PyPi v0.2

Added Tx pre-emphasis (1 pre and 1 post-cursor tap).
Moved configuration into its own tab.

Initial Release.

Functionally correct, for the most part.
Jitter decomposition needs investigation. I don't think it's doing the right thing, always.
Many ToDos, of course. Will enumerate them, soon.
