I'm not sure if anything uses those, since in Debian, some packages provide versioned names libnvidia-ml.so.1 and libcuda.so.1 which are then used by other packages i.e. nvidia-cuda-toolkit
was that a typo/mistake? or do other things now use and rely on libcuda1 and libnvidia-ml1 provides? Could you please provide versioned libcuda.so.1 and libnvidia-ml.so.1 instead of or in addition to the libcuda1/libnvidia-ml1 names?

In f90c34c3e5fa36718de2a4b4add9ba10ead8d0cc version provides were added for libcuda1 and libnvidia-ml1.
