I actually ran into a scenario where the "merge" operation would have been really useful (deploying two different repositories).
However, we aren't truly merging right now.. Instead I think it overwrites the package.xml.
While everything else can just operated on a "last write takes precedence" strategy, it would be nice if the package.xml & destructive-changes.xml actually was merged together.
