Docker image for Cake.Issues.Recipe

For repositories which are not already using Cake for build it would be useful to provide a Docker Image which abstracts Cake and Cake.Issues away.
Potentionally this can be combined with super-linter or MegaLinter to provide an all-in-one out of the box experience, where super-linter/MegaLinter will take care of calling the linters and Cake.Issues takes care of reporting back to pull requests and creation of reports.
