Update README to include high level design including part listing cost estimate.

  • GDocs Spreadsheet
    • Component List
      • Weight
        • Physical Dimensions
          • Operating parameters
            • Charge duration
              • Full load
              • Half load
            • Temperature range (e.x. can battery etc go below 50 F)
            • Pressure (inflation, for tires)
