NN cost function regularization doesn't pass numerical check

Checking that the cost function yields the right result of 0.3837 instead yields 0.3845. Numerically, I'm not sure how significant this is, but for the sake of implementing the algorithm correctly, I should fix this.

Problem is likely here.
