brave/brave-core#26502 was only a partial fix for #42510 in that it only covered Conversations that were associated with content.

The same tests for #42510 should be re-applied with starting pages of:

  • A webUI page, e.g. the new tab page
  • A content page with the content-sending toggle disabled
