Add Azure US Government

Azure US Gov cloud uses different accounts than Azure cloud, similar to Azure Germany cloud and Azure China cloud.

Unfortunately I do not have Azure US Gov cloud account. If someone can sponsor storage accounts and allow me doing following initialization, I am happy to add

• Upload a callback.js file for latency test
• Upload a 100mb file for download speed test
