Metrics
tenderduty_total_monitored_endpoints
tenderduty_total_unhealthy_endpoints
have no datapoints when rpc endpoints are not available.

Could be easily reproduced by adding extra symbol to endpoint within chain. After that those metrics filtered by chain label would be empty.
