The auto-processing system is working, but when deciding how many new projects to submit, it doesn't count projects that have been re-submitted but haven't started yet. Example below—it re-submitted PRJNA387407 to run as single-end, but then when looking at how many projects were running, it only counted the two that had actually started.

Connected!

===DONE:
   Project PRJNA387407

===RUNNING:
   Project PRJNA517050
   Project PRJNA886398

===INCOMPLETE:

PROJECT PRJNA387407 (paired)
  43% of samples had warning for merged read count.
Re-running PRJNA387407 as single end.
