How to properly plot vectors in Cartopy with 'grid-relative' winds

This always trips me up...what is the proper way to plot wind vectors (quiver or barbs) using Cartopy when the winds provided are grid-relative winds?

We pass ccrs.PlateCarree() because it seems like your data are in lon/lat space. This implies that your wind components are earth relative in this case. When calling quiver/barbs, cartopy assumes that your coordinates (i.e. x/y or lon/lat) are in the same coordinate system as your vector components (i.e. u/v).

This suggests to me that before you plot wind vectors that are 'grid-relative', those vectors should first be rotated to earth-relative before plotting with ax.quiver(lon, lat, u, v, transform=ccrs.PlateCarree())
