notification that restart is needed for change to take effect

Please describe the feature you'd like to see added.

When changing a setting, like enabling RPC, the app needs to be restarted for it to come into effect.
Thus having a notification that restart is needed should be there to let the user know.

qt gui has this.

some text pop up telling that a restart is needed.

(maybe later an actual restart button could be added too, so it's not only the text but clicking the button will restart)
