Describe the Feature

Add "Release DoD + CCP" document link to PR template in order to have it into account with every PR created for the CLI.

Expected Behavior

When creating a new PR this has to be shown in order to avoid forgetting these questions.

Use Case

When a new feature, enhancement or bugfix is released, a few things have to be taken into account previous to the actual release. This adding is aimed to be a reminder of this question set.

Describe Ideal Solution

Adding it to the PR template so it is included in each PR.
