Select the items you want to assign to someone. In the upper-right corner, click Assign. To assign the items to a user, start typing their username, then click their name when it appears. You can select and add up to ten assignees to an issue or pull request.

where is assign button there is assignees button.

Only owner can assign issue to someone.
I already mention this is not an issue it is working but there as an some issue in deployment of backed that's why you guys not able to see after process of click submit.
