- setup main, dm, pareto handlers - fix make file
- create starccm java macro for pareto dm
- good enough error handling and logging - error codes transference from sim -> java macro -> bash -> go dm - could be better, but need to launch as soon as possible
- merge temp not working version - need to refactor elsewhere to fix the issues in this function
update config file to have a min/max goal

reconfigured config file and updated a lot so some unit tests will be broken, but for now it works for handling design sweeps

Working design manager to handle design sweeps. A few previous unit tests are broken, but they have been tested in production and worked so will be updated in a future update along with proper logging.
Pulling into main now since first usable version that satisfies some of the requirements.
