Throttle post updates

Post updates need to be throttled so that older posts with little social activity update less often, and newer posts that have high social activity update more frequently. Typically, newer posts will have more social activity but not always.

This change will improve the load on large sites with many posts and it will also enable the stats to be updated more frequently for fast-changing posts.
