Describe the task

Can we engineer current components to work on desktop + mobile, using React Native (build an app locally)?

Acceptance Criteria

• 2 different apps: Full React Native desktop and mobile OR just a Mobile React Native app?
• Try out + Build the BC Gov Design System components
• ASA: Base Map #4159
• Reengineering our current desktop Advisory Bulletin OR the Infographic (or rebuild using Raj's Breakpoints)

Built a test app for react native using maplibre gl based on: https://supabase.com/blog/self-host-maps-storage-protomaps#expo-react-native
- Works fine with simulator, on a dev deployed device interactions don't see to work on android

Built a test app with capacitor and maplibre, only tested on simulators (will update when deployed on a real device)

If we want to use react native we'd need this PR to be merged and included downstream: maplibre/maplibre-react-native#28 however it's brand new
