As a Fire Centre staff member, I want to be able to view the Fuel Grid as a layer in the new SFMS UI so that I can clearly understand and see the fuels of concern in a given area to better inform ground crews of expectations.

Acceptance Criteria
[ ] Fuel Grid
[ ] Elevation Grid
[ ] Numerical Weather Model Data #4157
[ ] FWI System Outputs
[ ] PMTiles Webmap used to visualize the data
[ ] Non-GIS Specialists are able to Download the Underlying Rasters
