Describe the task
We use tilerserve to serve tiles for the map. We need to have a running tileserve container in dev, test and prod.

Purpose
We use tilerserve to serve tiles for the map. We need this for the map to function as expected.

Acceptance Criteria

Tileserve deploys to development environment successfully
