Describe the task
We are limiting automated renovate PRs to one to minimize PR related resource requests in the dev environment

Purpose
Long term we should be addressing renovate PRs as they come up to keep dependencies up to date.

Acceptance Criteria

Renovate can automatically create up to 3 PRs as they are created
