This ticket is to:

Implement the proposed design here. See Implement proposed “Highlight” feature digital-paper-edit-firebase#220 for reference
Deleting a label entirely should remove all respective labelling from transcript (currently it just reassigns it another label colour)
Remove the bin icon and pencil icon in the menu below

Out of scope:

Multiple labelling as shown here
Contextual menus as shown [here] (https://app.zeplin.io/project/5ce554083480691e05af2f74/screen/60993d4ada4fce184fe82b0c)
Change of label colour. The design here allows change for the label text but not colour.
