♿ a11y(bal-modal): wrong tabindex

Description of this issue

The negative tabindex on bal-modal is causing the modal's content to be skipped by screen reader.
The issue can be reproduced by opening the social share (Seite teilen) modal from the footer (https://www.baloise.ch/de/privatkunden.html). Using Voice Over, all of the CTAs should be accessible via VO + left/right arrow keys.

How to fix it

Tabindex -1 should be removed from bal-modal
