[CICD Workshop] - Update Jenkins plugin to use ASG #100

Currently the workshop uses Spot Fleets with the Jenkins EC2 fleet plugin and after v2.0 the plugin supports ASGs. Changes proposed are

Update pre-staged copy of JENKINS_HOME used by this workshop to have EC2 Fleet Jenkins Plugin updated to > 2.0
Add permission to autoscaling for the SpotCICDWorkshopJenkins IAM role created by the CFN
Update to use ASG for Jenkins Nodes instead of Spot Fleets.
